JOB Description: 
The successful candidate will perform the following activities: Talent acquisition and retention: - Develop and implement techniques to attract and recruit the right candidates, including aspects of employer branding, the choice of optimal sourcing channels and introducing innovative selection techniques; - Identify short and long-term recruitment needs and draw up the recruitment plan, in line with the operational priorities and multi-annual strategy of Eurojust; - Coordinate all Eurojust selection processes, from drafting vacany notices to planning selection procedures, and advising and supporting the Selection Boards. Learning & Development: - Ensure implementation of the annual performance appraisal and reclassification exercises as part of the performance management framework; - Identify learning and development needs arising from (changes to) operational needs, draw up the annual learning plan, ensure an aligned learning offer and effective delivery using modern technology and innovative training techniques; - Design and ensure the roll-out of management development programmes for senior and middle management; - Advise management on performance management methods in line with the cultural values and Competency Framework of Eurojust and on career development opportunities for their staff. Horizontal: - Further develop Eurojust’s competency based approach in recruitment and performance management whilst implementing improved policies, processes and work instructions; - Keep abreast of current and emerging developments in the field and ensure these are reflected in HR policies and processes; - Advise management on best practice and identify the most suitable solutions to meet the recruitment and development needs of the organisation; - Contribute to the annual and multiannual planning and reporting documents of Eurojust, as well as the annual unit plan of the HR Unit; - Provide regular management reports, analysis and statistics; - Contribute to financial planning, monitoring and reporting of the assigned budget lines and carry out public procurement procedures required to contract the services for recruitment and development. Sector management: - Organise the work of the Sector and ensure the provision of effective customer service to clients; - Manage the performance of direct reports: set performance objectives, empower and motivate, provide feedback, appraise, address performance issues; - Foster the wellbeing of the team by encouraging cooperation and teamwork and a positive working environment; manage staff absence; - Act as a back-up during absence of the Head of Unit or other Heads of Sector.
