JOB Description: 
Head of Unit will lead and manage a team consisting of around 15+ staff members (both statutory staff and external contractors). Following finalisation of the development of the organisational structure of the Agency, reporting line to the Head of Department will be established. Depending on the Unit, to which the selected candidate will be assigned, the duties may include the following tasks: General tasks: • Contributing to drafting, monitoring and reporting on the implementation of eu-LISA Annual Work Programme (Programming Document), eu-LISA strategy, budget estimates and other relevant strategic and operational documents; • Implementing and periodically contributing to reviews and updates of the Agency’s long-term strategy, internal policies, procedures and processes and ensuring compliance of the Unit day-to-day work with them; • Contributing to preparation and implementation of the Executive Director decisions as well as background documents, reports, action plans and working as part of the Management Team of the Agency; • Defining the Unit work plan in compliance with the Annual work Programme of the Agency, coordinating the work within the Unit and with other Units as well as representing the Unit in the Management Committee and other internal bodies; • Managing implementation of Staff Regulations and internal staff policies in accordance with applicable EU rules and best practices; • Ensuring delivery of the tasks assigned to the unit and expected results as per its functional description in full scope with a good quality; • Managing and supervising daily work of the Unit and ensuring the efficient use of available human, financial and other resources; • Acting as Budget line owner, verifier and Authorising Officer per delegation for all budget lines related to the services allocated to the respective Unit to ensure that financial resources are spent in an efficient way and in line with the requirements of the Financial Regulation; • Supervising preparation and implementation of contracts with external service providers and suppliers in close cooperation with the Procurement Sector; • Contributing to and supervising the preparation of technical specifications for calls for tenders; • Ensuring continuous compliance with applicable law, internal policies and standards in the execution of the tasks of the Unit; • Developing competences and skills of the Unit`s members in line with Agency`s competency framework model and ensuring the continuous assessment of their performance; • Contributing to the risk management in the organization and assuring compliance with applicable law in the execution of the tasks of the Unit; • Maintaining and developing Unit’s reputation by accepting ownership for accomplishing new and extended tasks and exploring opportunities to extend added value to Agency’s stakeholders through job accomplishments; • Representing Agency vis-à-vis its stakeholders as requested on matters related to competencies and activities of the Unit.
