JOB Description: 
Overall purpose To coordinate and supervise the work and activities of the Finance and Procurement Sector and to prepare budgetary acts and decisions and to implement and monitor budgetary and financial procedures, thus contributing to the general objectives of the EFCA and ensuring sound management of resources and service orientation. Functions and duties Reporting to the Head of Unit Resources and IT, the tasks of the jobholder include, in particular: - Manage, coordinate and supervise the work of the Sector; - Supervise, monitor and review the effectiveness and efficiency of the Finance and Procurement functions of the Agency, by developing or updating policies, procedures, and processes in line with the EU financial rules and regulations and internal control procedures; - Be responsible for the preparation, presentation, and monitoring of the Agency's budget: - Coordinate the reporting in the field of Finance and Procurement to the budgetary authorities, the Court of Auditors, the European Commission and others, including internal EFCA reporting; - Monitor the implementation of commitment and payment appropriations; - Define and coordinate the ex-ante / ex-post verification procedures for all financial transactions; - Oversee the preparation of the annual procurement plan including its timely execution in all areas of EFCA procurement activities; - Propose and contribute to training activities to ensure effective and compliant performance of finance and procurement functions; - Represent and liaise with counterparts in other institutions (European Commission, Court of Auditors, etc.) and/or other European Agencies; - Support or replace functions of the Head of Unit during absences; - Other tasks as assigned. Job environment The jobholder works in the premises of the Agency in Vigo, Spain. The duties are being performed in a multinational environment, under the Staff regulations and other frameworks of the EU legislation. The job may include missions abroad. The main working language of the Agency is English.
