JOB Description: 
As a Head of Human Resources, you will provide strategic HR direction, be an adviser to the organisation on global talent management concepts and operational HR matters. As a strategic partner, you will create the vision and develop strategies to manage and support a blended workforce composed of two levels:  the central level, with its headquarters in Luxembourg consisting of the European Chief Prosecutor; 22 European Prosecutors (one per participating EU country) and the Administrative Director, assisted in their work by a number of experts in areas including administrative, technical, operational and legal support;  the decentralised level consisting of the European Delegated Prosecutors located in the 22 participating EU Member States and supervised by the European Prosecutors. In addition, as a leader, you will define an agenda to develop the HR functions. You will provide strategic priorities and objectives for the development and services delivery, and be responsible for the overall capacity, capability and competence of the organisation. Your key responsibilities:  Propose HR priorities in partnership with senior and middle management, provide expert guidance in alignment with organisational needs;  Support EPPO’s leadership to engage and align centralised and decentralised staff to EPPO’s mission and culture;  Lead and implement effective sourcing strategies in cooperation with the operational departments in order to make expertise and knowledge available to EPPO;  Develop and promote state-of-the-art HR policies practices and processes adapted to the context of European Justice bodies in line with anticipated business needs, aiming to increase organisational efficiency particularly in the areas of strategic workforce planning, talent acquisition, competence framework, staff development, learning strategies including leadership development, reward and recognition, personnel administration, etc;  Influence, facilitate and lead organisational changes based on change management methodologies;  Coach and lead the HR team, steer the delivery of comprehensive HR services, review working practices to ensure optimisation of resources and build capability across the HR function;  Ensure correct interpretation and implementation of the Staff Regulations of Officials and Conditions of Employment of Other Servants of the European Union (‘CEOS’) as well as the applicable General Implementing Provisions;  Manage the relevant budget lines covering Human Resources related investment. Ensure optimum deployment of the Unit's resources and sound financial planning and management by defining budget needs, preparing forecasts and monitoring budget execution.
