JOB Description: 
Reporting to the Director of Capacity Building Division (DoD), the Head of Capability Programming Office is responsible for:  * Supporting the DoD by providing horizontal business management operations, ensuring that the deliverables are of adequate quality, deadlines are met and tasks are prioritized.  * Managing and coordinating the development and the sustainment of the European Border and Coast Guard capabilities for the short and long term through the development and implementation of capability related policies, concepts, strategies, processes and plans.  * Coordinating the processes for the development of capability development cycle – supporting the establishing of adequate pools of resources from Member States and Schengen Associated Countries (MS/SAC) and making appropriate acquisition of own technical equipment and services.  * Managing the development and implementation of activities related to ensuring adequate Occupational Safety and Health (OSH) conditions in the Agency’s operational activities.  * Managing the horizontal administrative and programming activities related to management of finance, human resources, business continuity, quality and EU policy and legislative compliance, as mandated by DoD.  * Providing advice to the DoD in organizational development to cater to the future needs of the Agency.  * Coordinating the Office input to the Agency’s governance related activities, e.g. policies, strategic documents, Management Board decisions and reports, auditing activities and Programming documents.  * Coordinating the Office responses to ad hoc tasks from the Agency’s senior management, providing the necessary supporting documents and analysis.  * Coordinating interaction with internal stakeholders, both upstream (stakeholders dealing with e.g. research, innovation, risk analysis and vulnerability assessment) and downstream (stakeholders dealing with operational response and situational awareness activities).  * Coordinating relations with external stakeholders, e.g. Member States, EU institutions and international organizations, within the scope of the Office business operations.
