JOB Description: 
The Finance unit of the European Chemicals Agency provides customer-oriented service and advice to ensure efficient planning and implementation of the Agency’s entire budget. The unit supports and coordinates the budget (income and expenditure) and procurement planning, undertakes procurement actions and plays a key role in implementing the budget. The Finance unit follows up and reports on budget and procurement plan execution to the internal clients and external stakeholders. The unit operates the financial system of the Agency by maintaining the registry of delegations and access rights. The Finance unit manages ECHA’s budget by applying principles of sound financial management and performs the Agency’s accounting function ensuring a correct recording of financial transactions in the accounts and an accurate compilation of the annual financial statements. The unit ensures that the Agency’s financial and procurement operations are legal and regular. The main tasks of the Financial Assistant will include the following: • Supporting the Agency’s financial, accounting and procurement processes; • Preparing, initiating and/or verifying financial transactions (such as budgetary and legal commitments, invoices and payments); • Reconciling incoming fee collections and managing relevant communications with the registrants; • Assisting in execution of payments and daily management of bank accounts and transactions; • Preparing documents for fiscal authorities: assisting in the check of VAT amounts, the preparation of periodic VAT reports and the collection of VAT claims; • Assisting in the preparation of the Agency’s accounts and annual reports; • Assisting in drafting technical specifications, participating in procurement procedures and assisting in managing the resulting contracts, including verification of deliverables; • Communicating with internal customers on their budget and procurement needs and assisting in the budget management, as well as communicating with external customers (such as suppliers and Commission services) on coordination, monitoring and follow-up; • Assisting in reporting on financial, accounting and budgetary matters, monitoring and analysing the financial databases and contributing to preparation of files (e.g. for ECHA management, the Commission, the Budgetary Authority and the Court of Auditors); • Providing support and assistance to the development, integration and improvement of policies, processes and working practices; • Any other duties as required.
