JOB Description: 
The Finance Unit of the European Chemicals Agency provides customer-oriented service and advice to ensure an efficient planning and implementation of the Agency’s entire budget. The unit supports and coordinates the budget (income and expenditure) and procurement planning, undertakes procurement actions and plays a key role in implementing the budget. The Finance unit follows up and reports on budget and procurement plan execution to our internal clients and external stakeholders. The unit operates the financial system of the Agency by maintaining the registry of delegations and access rights. The Finance unit manages ECHA’s monies applying principles of sound financial management and performs the Agency’s accounting function. The unit ensures that the Agency’s financial and procurement operations are legal and regular. The Financial Assistant will be mainly responsible on activities related to budget implementation and related matters. In particular, the work will include the following tasks: • Communicating with internal customers on their budget and procurement needs, collecting these needs and assisting internal customers in their budget management and procurement procedures, as well as in contract management; • Initiating and/or verifying financial transactions (commitments, invoices, payments, recovery orders, de-commitments) in ABAC system ensuring their financial and procedural correctness, i.e. conformity with the contracts and relevant regulations; • Communicating with suppliers, fiscal authorities and Commission services on financial matters, coordination, monitoring and follow-up; • Creating legal entity and bank account records in the ABAC system; • Assisting in reporting on financial and budgetary matters, monitoring and analyzing the financial database and contributing to preparation of files for ECHA management, the Commission, the Budgetary Authority and the Court of Auditors; • Assisting in the follow-up and update of financial rules and internal procedures; • Providing advice and technical support to staff having operational initiation functions; • Assisting, when necessary, the other teams of the Finance unit in their duties.
