Job description Overall purpose To provide financial and administrative assistance to the Unit Resources and IT, thus contributing to achieve the objectives of the work programme for the Unit and the general objectives of EFCA. Functions and duties Reporting to the Head of Unit Resources & IT, and as regards the day-to-day work under the direct supervision of the Head of Sector Finance and Procurement, the tasks of the jobholder include, in particular: - Providing financial and administrative support to the planning, implementation, coordination and follow up of the Agency’s activities, both internal and external; - Preparing, initiating and/or verifying financial transactions (such as budgetary and legal commitments, invoices, recoveries and payments), thus contributing to the legality and regularity of financial and administrative transactions; - Providing support and assistance to the development, integration and improvement of policies, processes and working practices in the area of Finance and Procurement; - Conducting the ex post financial verification exercise; - Advising on financial and administrative practices in line with EU budgetary and financial rules; - Regularly reporting on financial and administrative transactions; - Communicating with internal customers on their budget and procurement needs and assisting in the budget management, as well as communicating with external customers (such as suppliers and Commission services) on coordination, monitoring and follow-up of related issues; - Participating and collaborating in the overall activities of the sector; - Acting as backup for other staff in the sector; - Other tasks as assigned. Job environment The jobholder works in the premises of the Agency in Vigo, Spain. The duties are being performed in a multinational environment, under the Staff regulations and other frameworks of the EU legislation. The main working language of the Agency is English. Qualifications and experience required A. Eligibility criteria - A level of post-secondary education attested by a diploma and at least nine years of professional experience after that diploma; or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three years and at least nine years of professional experience in addition. - Thorough knowledge of English with a satisfactory knowledge of at least another official language of the European Union to the extent necessary for the performance of the duties. B. Selection criteria Essential - At least five years of work experience relevant to the tasks of the profile; - At least two years of work experience in the application of relevant EU financial regulatory frameworks and regulations; - Excellent computer skills and ability to use relevant software applications, in particular word, Spreadsheet and project planning tools; - Excellent organisational skills and ability to prioritise; - Service oriented, flexible and with ability to work effectively within an international team; - Excellent communication skills – ability to communicate with people on all levels. Advantageous - Good knowledge of software solutions like ABAC, PPMT or ARES; - Working experience in EU Institutions and/or bodies in a similar position
